Dawn has defeated repeated attempts by environmental activists to weaponize the Endangered Species Act (ESA) against Texas oil and gas production — protecting Texas energy jobs and the communities that depend on them. She has managed state lands to support energy production and maximize returns for Texas, not for outside interest groups.

She has also made sure Texas land stays in Texas hands. When foreign governments — including entities linked to Communist China — moved to purchase Texas acreage, Dawn acted. Over 300,000 acres were blocked from foreign purchase under her watch.
